Access denied in safe mode

I am following a guide that shares steps to reset admin password in safe mode with command prompt. Everything works fine but at the final step, I got en access denied error when inputting this command: net user user_name new_password

what's could be the problem?

We don't normally assist with passwords - for obvious reasons.

Are you locked out of this machine ?

As you are a new member we don't really know you.
You could be anybody.
We cannot take the risk of supplying information to by-pass passwords just in case the pc isn't yours.
I am not suggesting for one minute that this is the case - but you have got to see it from our point of view.

I am sorry - we can't help with this specific problem :(
