I'm having a problem restarting and shuting down my system every time I try to shut down or restart my computer it sticks on one screen saying windows is shuting down but doe'nt shutdown it remians on that screen like its frozen and the hard drive light is still flashing and I was wondering any could help me solve this promblem

Unfortunately, Windows is full of spaghetti code. Over the years, millions of lines of code have been added or modified which means that the reason your computer is not shutting down correctly could be caused by the way Windows is coded or, more likely, some background-running process or application.

Read this page: How to configure Windows XP to start in a "clean boot" state

Then re-enable each service or startup item that you want one-by-one until you identify the culprit (Windows won't shut down).
