PC won't start

After being disconnected for around 6 months I came to use my desktop PC again, plugged it all in, and went to turn it on. The hard drive light came on solid but computer didn't turn on and boot for about 2 hours. Took the side of and cleaned everything inside up, power pack, motherboard, processor, everything.

The processor is running and someting else is ticking over but can't work out what but the computer will not start up.

If anyone has any ideas it would be greatly appreciated.
